“One Belt One Road” Cultural and Peace Vision for the International Cooperation

The World has for some time gone through complex and important changes. These changes greatly affect the present and will certainly mark the destiny of the human community.

Indeed, the impact of the international financial crisis continues to be felt globally. The global economy is in a difficult situation presently. International trade and investment are sluggish and deserve reassessment. Many countries globally face severe development problems.

Africa which is known as the richest Continent but still remains poor. 30% of the most important natural resources in the world exist in Africa. The continent has the youngest population (64% of the population is young) which create huge demographic dividend for Africa. However, this young population is still swimming in the state of alarming underdevelopment.

The continent of Africa and others regions of the world are viewed as places of despair, desolation, conflict, poverty, terrorism, and death. This situation is pushing thousands of people to take the path of immigration for a hypothetical Eldorado. Their lives often end abruptly in the sea and the desert. To make matters worse, like a calamity on the human community, the images of the sale of slaves (human trade) in Libya recently circulated in the press are the highest stage of human decay.

This sad picture challenges our civilization. He challenges the International Community. Also, it brings us to ask ourselves these questions:

1.Towards which destiny is the human community heading?

2.What is the international community doing to rectify this situation?

3.How can the international community create peace among nations?

I think in order to find solution to the above questions we need to look at the history of civilizations.

The history of civilizations teach us that for thousands of years Chinese civilization has never ceased to make imperishable contributions to the construction of peace, economic development, cultural development and creating a conducive atmosphere for the progress of humanity globally.

In the year 105, there was collaboration between Europe and the Chinese in terms of knowledge sharing. The Chinese civilization invented the paper and the ink and brought them to Europe while the German through their printing press produce a writing book. The contribution of China and Germany has help promote education and disseminate knowledge globally. Thanks to their contribution.

Before the coming of Christ, the Chinese civilization has been in existence. During this period the Chinese invented the compass 1000 years before the birth of Christ. The Arabs in turn, transmitted this navigation instrument that was invented by the Chinese to Europe.

Economic and cultural relations have existed between Chinese and African civilizations long before the European discoveries. “Vasco da Gama, the Portuguese explorer is credited with being the first international traveler to arrive in East Africa in 1498”. We note that the visits of Zheng HE, a diplomat from the Ming Dynasty (1368-1644) pays to East African kingdoms many years prior to Vasco da Gama’s arrival in Africa are the famous proof of good relations, friendship exchanges and lucrative trade between Chinese and African.

During the evolution of this brilliant multi-millennial civilization, brave Chinese workers cooperated with others such as neighboring countries in Asia, Europe, and Africa. This path paves way for the Chinese to strengthen their relationship with all these nations as well as established trade and cultural exchange routes between China, Asia, Europe and Africa.

These paths have favored the relationship between the Chinese civilization and the civilizations of Asia, Europe, and Africa. Thanks to the Chinese, for sharing their knowledge and “know-how” with other regions of the world. During this period, there was the circulation of artistic and commercial products among people of diverse and varied cultures. At this time, silk was the subject of attraction. Thus, the routes taken by these brave merchants were later called “The Silk Road”.

The Silk Road was not just a trade and business route. It was also a link between multiple and diverse peoples from Asia, Europe, and Africa. By this road peoples of the “Middle Kingdom” were able to meet those of Arianne, the Romans, and Franks but also the people of the cradle of humanity, Africa. The Silk Road was a real road for multicolored peoples. It will become with time a true spirit that will be called the “Silk Road spirit".

The Silk Road spirit was a reality of human relations and people diplomacy. This spirit was based on exchange, cooperation, and openness, learning and reciprocal inspiration. It was also based on shared interests, acceptance of difference and diversity. "The Silk Road spirit" gave off tolerance and peace. This spirit has sown peace and harmony between many different peoples. It has contributed to the progress and development of the cities, regions and countries concerned. It caused the mixing of cultures. The people have appropriated the Silk Road spirit, which has become a real historical heritage. Chinese civilization through great leaders has always shared this spirit of peace, tolerance and cooperation with the rest of the world.

In Mali, my Country, the masters of the word says: "The Eagle does not give birth to a goat". In other words, "great peoples always produce great men". The stories of great civilizations are written by great men.

Speaking of great man, in 2013, as a source of inspiration in the depths of his country's culture and history, as well as "the Silk Road spirit", President Xi Jinping (illustrious descendant of the brave men that are associated with the establishment of the ancient Silk Road) launched the initiative to spread the spirit of the Silk Road. It is about building jointly with the world an economic belt of the Silk Road and that of the 21st century maritime Silk Road (One Belt One Road), now known as "Belt and Road".

Belt and Road is an unparalleled instrument of multilateral cooperation that promotes economic integration, regional and international cooperation. It boosts trade and cultural exchanges. It promotes contacts between peoples of different nationalities, cultures and religions and people to people relations. The "Belt and Road" is an initiative of connectivity among Africa, Asia and Europe. This economic and commercial activity turns out to be also the appointment of cultures. Yes, the "rendez-vous of Giving and Receiving". It allows peoples of Africa, Asia and Europe to meet, each keeping the specificities of its cultures, to know each other as well as better respect and appreciate each other. This rich and fruitful exchange promotes the peace that the world needs so much today. Peoples truly flourish in peace and at the same time, gain access to the economic prosperity and happiness they dream of. The realization of "Belt and Road" strengthens the links between peoples of Asia, Europe and Africa in a new and innovative form. The creation of a large chain of economic and cultural infrastructures is part of an unprecedented world economic and cultural fair for the benefit of all the peoples of the world. This is a global cause.

The joint construction of the belt and the road responds concretely and perfectly to the needs of our time; the need of economic globalization; the need for peace; the need for tolerance; respect for cultural and social diversity; the need for development. Safeguarding and deepening sub-regional, regional and global cooperation are sources of shared happiness. The "Belt and Road" aims to achieve "an orderly and free flow of economic factors as well as an efficient distribution of resources and a deep integration of the market". The "Belt and Road", because of its economic and cultural scope, corresponds to the "fundamental interests of the international community and reflects the common ideal and aspiration of humanity". It is in line with actions to "explore new modes of international cooperation and global governance and play a positive role in the peaceful development of the world".

Culture is at the beginning and at the end of every human work. The "Belt and Road" intensifies cultural exchanges between peoples and countries. It is a factor of reciprocal inspiration of civilizations. It helps to create the conditions for establishing a climate of trust, mutual acquaintance and respect for a world of peace and harmony.

The world will benefit from the effect of artistic and cultural events and sports organized alternately in the countries concerned. Each country will bring and display the evidence of its culture and the image of the various nations as the Olympic Games. Film Actors and Actresses, cinema and other cultural industries will be in synergy and will make their works known to the world. Human cooperation and people diplomacy will be strengthened. The cultural, tourism and sports industries will experience a notable development. Exchanges of academic, technical and scientific personnel will contribute to improving scientific knowledge and innovation. Youth activities will contribute to the creation of a harmonious, fraternal and friendly environment.

The “Belt and Road” restores vitality to the ancient Silk Road, strengthens the relationship among Asian, European and African in a new form and brings mutually beneficial cooperation to a new, historic level".

To paraphrase UNESCO: "It is in the mind of men that war is born ... it is in the mind of men that we must sow peace". The spirit of the Silk Road is a spirit of peace that International Organizations must sow around the world through what is referred to in English as the “Belt and Road", in French “La Route de la Soie” in Chinese, which is “Yi dai, Yi lu”.

The destiny of the human community will win if only the world see the benefit the “Belt and Road” will bring to the development of mankind the way I see it.
